"Update Time" is a metric that is only visible/reportable in the Work Item Summary Screen, and not in the PBI or Export options.
Update time is only representative of the LAST update time and not the initial response to an observation, when for regulations and reporting, Exxon and other customers need the FIRST update time to better track when action was taken on a work item.
This is an issue because for procedures and regulations we need to be able to see initial response time without having the time-consuming job of going into each work item to see initial response time.
A good resolution would be to have the report show Initial response time as well as last response date.
