Including all emails in Process Automation Notifications

Spotted a small gap in Work Item functionality compared to Ticket Management. 

- Ticket notifications can be sent to any email address tied to a user. 

- Work Items via Process Automation only pull the "Primary" email addresses, not the others listed. 


This is often a way techs will list their phone number with @vzn.com or something similar
